DON Ex-Livingston official indicted BATON ROUGE (AP) If a politician is elected through fraud, each check mailed to pay for his benefits amounts to mail fraud, a federal indictment alleges. The Wednesday indictment charges former Livingston Parish President Dewey Ratcliff 58, of Springfield, with 14 counts of mail fraud and one of making a false statement to a bank.

Only four of the allegations involve actions taken during the 1999 election campaign actions the indictment describes as "a scheme for obtaining money and property from Livingston Parish, namely, the Parish President's salary and employment benefits." Eleven mail fraud counts involve checks for insurance premiums and retirement contributions between Ratcliff's election to a second term, and early 2004, when he left office. The others were statements allegedly covering up illegal campaign loans from people involved with Waste Management which was trying to get the contract to run a parish landfill. Ratcliff got an estimated $300,000 in pay and benefits during his second term in office, U.S. Attorney David R. Dugas said.

But the indictment doesn't mention paychecks. "His salary wasn't mailed. It was THE MARK OF QUALITY. Forest Lawn Funeral Home Memorial Park 4000 Monroe Highway Pineville, LA 71560 318-640-1375 www.forestlawn-pineville.com hand-delivered," Dugas said. The false statement charge is for a letter telling the Bank of Zachary that Ratcliff's only debts were a mortgage and $4,200 in bills.

He actually owed about $155,000 to a campaign supporter who had backed loans from the bank, according to the indictment. State law limits individual contributions, including loans, to $2,500 per election. ith flowers, you'll always know exactly what to say. House of Flowers 448-8384 Open 7 Days a week.
